Mark Irvine is an independent consultant and works with a wide range of clients in the public, private and ‘not for profit’ sectors - both in the UK and in Europe. Mark was previously a senior official with the public services union, UNISON (formerly NUPE), acting as its chief negotiator and Head of Local Government in Scotland during the 1990s. Mark is also a member of the Scottish Local Authorities Remuneration Committee (SLARC) – a body established by Scottish Ministers to review remuneration and pay arrangements for elected local councillors |

Elaine Noad has spent most of her career in senior position/s in local government - most recently as the Director of Social Work, Housing and Health with South Ayrshire Council. Between 2004 and 2006 she was on secondment to the Scottish Executive. She is a member of the Parole Board for Scotland; the Chair of the Disability Employment advisory committee with the Department of Work and Pensions; and she is an independent assessor with the Commissioner of Public appointments for Scotland. |

She has a professional background in audit, investigations, dispute resolution and commercial litigation. She is currently a member of the board of management of North Highland College, and a director of a charity in the heritage and arts sector. Catriona is also a member of the Scottish Charity Appeal Panel. |
