The following are currently members of the Scottish Solicitors' Discipline Tribunal.

Solicitor Members


A.M. Cockburn (Chairman)
 
Member of the Tribunal since 1998. Vice Chairman since 2003, Chairman from June 2005. Admitted in 1972. Partner in Glasgow firm since 1974 which through mergers now has 15 partners. Professional background is as a litigation solicitor. Past convener of the Sheriff Court House Committee of the Royal Faculty of Procurators in Glasgow. Accredited by the Law Society of Scotland as a specialist in employment law since 1993. Past member of the Glasgow and North Argyll Legal Aid Committee. Acts as Clerk in various arbitration procedures.

Colin Bell
 
Member of the Tribunal since 2006. Admitted 1994. Sole practitioner principally in the fields of property law, wills, trusts, executries and tax law. Member of the Institute of Chartered Accountants of Scotland. Treasurer of the Faculty of Procurators of Dumfriesshire.

Mrs D.M. Boyd
 
Member of the Tribunal since 1993. Partner in Shepherd and Wedderburn specialising in commercial property. Member of the Society of Writers to the Signet.

Joseph C Hughes
 
Member of the Tribunal since September 2008. Admitted as solicitor in 1984. Set up own legal practice in 1986 and now managing partner of J C Hughes, Glasgow. Previous Reporter to Law Society (2002-2007). Extended Rights of Audience (Criminal-2004). Obtained MSc (Criminal Justice) in 2006. Currently legal member of the Mental Health Tribunal (2004), the Additional Support Needs Tribunals (2005), the Scottish Charity Appeals Panel (2006), the Scottish Legal Aid Board (2006), the Doctors and Dentists Disciplinary Appeals Panel (2007), the Pensions Appeal Tribunals (2008). Appointed member of Scottish Children’s Reporter Administration in September 2010, Legal Adviser to the General Dental Council in September 2010 and member of the Scottish Football Association Judicial Panel in September 2011. Member of the Institute and Faculty of Actuaries Discipline Tribunal (April 2012) Previous Vice Chair of two major Scottish Charities-Turning Point Scotland (2004-2008) and Action for Children (2004-2009). Appointed Deputy Chair of the NHS Tribunal for Scotland in April 2011.

Kirsteen Keyden (Vice Chairman)
 
Member of the Tribunal since October 2004. Admitted 1979. Appointed Tribunal Judge in Criminal Injuries Compensation in 2008. Specialises in civil litigation, in particular defender-based reparation and insurance law. Accredited as a specialist in Personal Injury Law in 2003. Member of the Society of HM Writers to the Signet. Awarded a Certificate in Forensic Medicine and Science from the University of Edinburgh in 2004. Appointed Tribunal Judge in Social Security and Child Support in 2011.

Alan McDonald
 
Member of the Tribunal since October 2004. Partner in South Forrest, Solicitors, Inverness, specialising in company and commercial law. Lay member of Action for Children fostering panel and a director of plan B Collaborative Theatre Ltd. Vice Dean of the Faculty of Solicitors of the Highlands.

Douglas McKinnon
 
Consultant in Ayrshire firm specialising in court related matters, primarily criminal. Former member of the Council of the Law Society of Scotland and former Convener of Client Relations Committee. Past Dean of Faculty of Solicitors of Kilmarnock.

Graeme McKinstry
 
Member of the Tribunal since September 2008. Senior and managing partner of The McKinstry Company, Solicitors, Ayr. Graduated Bachelor of Laws from Dundee University in 1975 and MBA in Legal Practice from Nottingham Trent University in 2000. His main areas of work are now in the fields of commercial business, property, licensing and all private client related work. He acts for small businesses in acquisitions, disposals, mergers and general business law. He is a former member of the Local Health Trust in Ayrshire and the Scottish Legal Aid Board and has served on Law Society Committees and is a past Dean of Ayr Faculty of Solicitors.

M. McPherson (Vice Chairman)
 
Member of the Tribunal since 2001. Vice Chairman since June 2005. Admitted in 1977. Senior partner of a 140-partner firm specialising in company and commercial law. Holder of a number of non-executive directorships.

Kenneth Paterson
 
Member of the Tribunal since 2006. Admitted as a solicitor in 1973. Previously a Reporter to the Client Relations Committee of the Law Society for 3 years. Has been with Rankin & Aitken since 1977 being appointed a partner in 1979. Currently the senior partner of the firm dealing largely with private client work. Honorary Sheriff at Stranraer since 1998. Past Dean of Wigtown District Faculty of Solicitors.

Nicholas Whyte
 
Member of the Tribunal since September 2006. Partner in MacHardy Alexander & Whyte, Forfar mainly dealing with conveyancing and executry work. Previously held a part time appointment in the Appeal Service.


Lay Members


John Anderson, MBE
 
Member of the Tribunal since January 2002. Head of Fitness to Teach at the General Teaching Council for Scotland (2002 – 2012), former teacher and trade union official, graduated in law from Edinburgh University in 1991. Children’s Panel member (1992 –2006, Edinburgh Chair 2000–2006), and also an Independent Assessor to the Office of the Commissioner for Public Appointments in Scotland (2002–2008). Member of the Education Honours Committee (2005 - 2010), and is currently a member of the Faculty of Advocates Complaints Committee and Disciplinary Tribunal and also the Disciplinary Committees of CIMA, RICS and CILEX.

Sophia Bain Ayre
 
Sophia Ayre is a lay member of the Employment Appeal Tribunal and a Consultant in Human Resources and was previously Human Resources Specialist with the Bank of Scotland and Polaroid UK Ltd.

Professor M. Chatterji
 
Member of the Tribunal since January 2002. BA (Bombay), MA, PhD (Cambridge). Bonar Professor of Applied Economics at University of Dundee and Fellow, Sidney Sussex College, University of Cambridge. Visiting Professor in USA, Australia, Mexico, India. Currently Chair, National Joint Council of UK Fire and Emergency Services and member of Welsh Remuneration Board. Formerly, member of School Teachers Review Body (England and Wales) (2004-2010). Member of Advisory Board of BBC World Service (1997- 2003). Vice Chair National Appeals Panel of Scotland (1996-1999).

Professor Kay Hampton (FRSA, FHEA)
 
Member of the Tribunal since January 2013. She is Professor of Communities and Race Relations and holds a PhD in Sociology. She held senior positions at Glasgow Caledonian University, The University of Durban-Westville, SA and the Strategic Planning Department at Durban City Council, SA. As an applied research specialist, Kay spent most of her time actively applying her academic knowledge in practical contexts, shaping policies and strategies in government, public and voluntary sectors. More recently she was Chair/Deputy Chair and Scotland Commissioner of the Commission for Racial Equality, Scottish Chair and UK Board member of the BIG Lottery Fund, Commissioner of the Equality and Human Rights Commission UK, Council of the Law Society, Convenor of its Equality and Diversity Committee and a member of its Regulatory Committee and Trustee of several Scottish Voluntary organisations. She is currently Commissioner of the Scottish Human Rights Commission, Trustee, Scottish Association for Mental Health, Public Appointments Assessor, Commission for Ethical Standards and Public Appointments and Adjudicating Panel Member, General Teaching Council for Scotland. She is also an Ambassador for TCV, a UK environmental charity. Being a strong advocate for ethical governance practice, she is actively involved in regulatory and human rights work. Kay works as a freelance social researcher trainer and special advisor on fair and ethical governance; risk and outcome-based business development strategies and the realisation of equality, diversity, human rights and social justice outcomes. She is a fellow of The Higher Education Academy and the RSA.

M. Hastie
 
Member of the Tribunal since January 2002. Chartered Quantity Surveyor in own private practice. Served as J.P. in Aberdeen since 1976 and graduated to the Bench of District Court in 1984. Former Governor of Robert Gordon University (1986-1998) Member of Aberdeen City Council (1973-1999). Various directorships in property companies.

Mark Irvine
 
Member of the Tribunal since January 2004. Mark Irvine is an independent consultant and works with a wide range of clients in the public, private and ‘not for profit’ sectors - both in the UK and in Europe. Mark was previously a senior official with the public services union, UNISON (formerly NUPE), acting as its chief negotiator and Head of Local Government in Scotland during the 1990s. Mark is also a member of the Scottish Local Authorities Remuneration Committee (SLARC) – a body established by Scottish Ministers to review remuneration and pay arrangements for elected local councillors

Andrew Jones
 
Member of the Tribunal since November 2008. Member of the Parole Board, Chair of Children’s Hearings, formerly a member of the Ofcom Advisory Committee and formerly member of the Dunbartonshire Economic Forum. He undertakes media consultancy and business mentoring through the LINC network and has recently joined the Board of Alternatives, which is a community based drug support agency in West Dunbartonshire. Appointed to the BBC Audience Council.

Irene Kitson
 
Member of the Tribunal since November 2008. Fellow of the Chartered Institute of Personnel and Development. Previously lectured in Management and Labour Studies, became full-time Official for Teachers Union, EIS and Councillor in City of Edinburgh. Currently JP, served as Chair of Justice of Peace Committee in Edinburgh and is now a member of Executive Scottish Justices Association. Currently a consultant in Employment and Human Resource Management, member of the Employment Tribunal and member of the Parole Board Scotland.

Rosemarie McIlwhan
 
Member of the Tribunal since November 2008. Lecturer in human rights and constitutional law at the Open University and an Associate with Edinburgh University Centre for Education for Racial Equality in Scotland. She has written and lectured on a range of human rights subjects including the interplay between equality and human rights, asylum, children’s rights and mental health. Previously the Programme Director for the Commission for Equality and Human Rights and prior to that Director of the Scottish Human Rights Centre. Company secretary and Trustee of the Refugee Survival Trust.

Elaine Noad, OBE
 
Member of the Tribunal since November 2008. She has spent most of her career in senior positions in local government, most recently as the Director of Social Work, Housing and Health with South Ayrshire Council. Between 2004 and 2006 she was on secondment to the Scottish Government. She is currently a Member of the Board for the Mental Welfare Commission for Scotland and a Panel Member for the General Teaching Council for Scotland.

Lisa Tennant
 
Member of the Tribunal since January 2013. After developing and selling her own social business, Lisa worked in the property sector as Director of a company with a varied commercial and residential portfolio. In 2010, Lisa set up a consultancy serving the public, private and voluntary sectors and is currently Executive Director of a regional public/private partnership in Ayrshire. Lisa sits as a Non-Executive Director on the Boards of NHS Ayrshire and Arran and The Ethical Property Company and as a Board Member of the newly formed Scottish Police Authority.

Catriona Whitfield
 
Member of the Tribunal since November 2008. She has a degree in law and qualified as a chartered accountant in 1991. She has a professional background in audit, investigations, dispute resolution and commercial litigation. Currently a Director of a charity in the heritage and arts sector. Member of the Scottish Charity Appeal Panel.
